Beyond a Helpline - A Needs Statement

Effective HR Support for smaller agencies

In 2004, the London Housing Foundation set up an Action Learning Set for heads of small homelessness agencies in London. One of the issues that these agencies shared was their need for consistent, high-quality and affordable HR support.

The Foundation’s response was to establish a two-year pilot scheme - Beyond a Helpline, which ran from April 2006 to March 2008. Broadway, with their award-winning HR department, was selected to deliver the scheme on the Foundation’s behalf.

Broadway’s position paper, Human Resources Management and Employee Engagement: A Needs Statement, is published by the Foundation. Informative and engaging, it sets out the theory and research behind the need to invest adequately in HR.

In the paper, the authors explore the ways in which positive people-management practices lead to greater employee engagement, and how this in turn leads to increased productivity. They go on to offer pragmatic guidance on putting the principles into practice.

Finally, supported by the evidence presented, they conclude that the long-term financial and non-financial rewards more than justify the investment.
